Dear Wirral Metropolitan Borough Council,

Freedom of Information Request – Housing/ Homelessness – 30th September 2015

A. Housing Benefit
1. Please give the number of households in receipt by the housing benefit at April 2013, April 2014 & April 2015, with the average amount claimed per week and the total cost?
2. Please give the number of households affected by the bedroom tax (spare room subsidy) at April 2013, April 2014 & April 2015, with the average amount claimed per week and the total cost?
3. Please give the number of households in receipt by the Local Housing Allowance at April 2013, April 2014 & April 2015, with the average amount claimed per week and the total cost?
4. Please give the number of households affected by the Benefit Cap at April 2013, April 2014 & April 2015, with the average amount claimed per week and the total cost?
5.Please provide the above information in relation to questions 1-4, by ward and parliamentary constituency, also by age of the claimant, no of children in the household and if single parent, also provide information on the number of disabled members of the household.

B. Discretionary Housing Payment (DHP)
1. Please give me the information of the total amount of DHP budget available to the Council, inform me of how much is allocated from central government and how much the Council is adding from its own funds for the years - April 2013-March 2014, April 2014-March 2015 & April 2015 until 30th September 2015?
2. Please give me information of how the total DHP budget is divided between- bedroom tax, private sector top up (LHA), benefit cap and any other allocations.
3. Please give the number of households who claimed & received DHP in the years April 2013-March 2014, April 2014-March 2015 & April 2015 until the 30th September 2015, inform me of how this was divided between bedroom tax, private sector top up (LHA), benefit cap and any other allocations.
4. Also for question 3 tell me the average award per week and the number of weeks awarded.
5.Please provide the above information in relation to questions 1-3, by ward and parliamentary constituency, also by age of the claimant, no of children in the household and if single parent and also provide information on the number of disabled members of the household.

C. Crisis/Welfare Fund
1. Please give me the information of the total amount of Crisis/Welfare Fund available to the Council, inform me of how much is allocated from central government and how much the Council is adding from its own funds for the years - April 2013-March 2014, April 2014-March 2015 & April 2015 until 30th September 2015?
2. Please give me information of how the total Crisis/Welfare Find is divided between different areas of your policy such as Crisis, furniture, food, utilities, travel for example.
3. Please give the number of households who claimed & received Crisis/Welfare Fund in the years April 2013-March 2014, April 2014-March 2015 & April 2015 until the 30th September 2015, inform me of how this was divided between the different catagories.
5.Please provide the above information in relation to questions 1-3, by ward and parliamentary constituency, also by age of the claimant, no of children in the household and if single parent and also provide information on the number of disabled members of the household.

D. Homelessness
1. Please give me the information of the total amount of finance/budget available to the Council to prevent and support homelessness, inform me of how much is allocated from central government and how much the Council is adding from its own funds for the years - April 2013-March 2014, April 2014-March 2015 & April 2015 until 30th September 2015?
2. Please give me information of how the total homelessness budget is divided between different policy areas such as prevention, emergency, hostels, etc.
3. Please provide me with information of how many people/households presented at homeless in the years April 2013-March 2014, April 2014-March 2015 & April 2015 until the 30th September 2015, please break this down by age, gender, disability.
4. Please provide me with information of how many people/households were assessed as statutory homeless in the years April 2013-March 2014, April 2014-March 2015 & April 2015 until the 30th September 2015, please break this down by age, gender, disability.
5. Please provide any information on a trend upwards or downwards of homelessness.
6. Please inform me of how many evictions took place in the years April 2013-March 2014, April 2014-March 2015 & April 2015 until 30th September 2015?
7.Please provide the above information in relation to questions 1-6, by ward and parliamentary constituency, also by age of the claimant, no of children in the household and if single parent and also provide information on the number of disabled members of the household.

D. Welfare Cuts
1. Please inform me of how you are preparing for the further welfare cuts including the benefit cap? Is there a plan in place or being devised?
2. There will obviously be a need for an increased DHP budget, how will you achieve this? Do you know if the Government are anticipating an increase to the DHP budget allocated to the Council? What level of budget would you require or anticapte/ project to need?
3. What plans are you making for housing those families including children, who will be evicted from their homes? Are you reviewing your current provision, are you devising plans with your housing association partners?

Dear Ms Edgar ,

Wirral Council thanks you for your recent request made under the Freedom
of Information Act.  In order to respond to your request in full would
take over the appropriate limit of 18.5 hours allowed by the legislation. 
The Council have therefore provided a part response to your enquiry,
please find recorded information attached.  In relation to your questions
1 - 6 with regard to Section D Homelessness, you asked for the information
to be broken down by:

Ward

Parliamentary Constituency

Age of Claimant

Number of Children in the household

If Single Parent

Number of Disabled Members of the Household.

 

The Council does not hold  the information in the requested format and in
order to create this would involve a manual exercise.  Officers have
therefore estimated it would take them over the appropriate limit of 18.5
hours allowed by the legislation, to provide the information to you in the
format requested.  Further information relating to this exemption is given
below.

       

“Where an authority is not obliged to comply with a request for
information because, under section 12(1) and regulations made under
section 12, the cost of complying would exceed the "appropriate limit"
(i.e. cost threshold) the authority should consider providing an
indication of what, if any, information could be provided within the cost
ceiling. The authority should also consider advising the applicant that by
reforming or re-focusing their request, information may be able to be
supplied for a lower, or no, fee.” 

 

To assist and advise you, please see details below:

1.     Section D Homelessness in regard to hostel provision Q2.  Please
clarify the hostel provision that you are referring to?

2.     In respect of questions 3 to 5  the recorded information we hold in
regard to age and disability is not gender specific and the disability
figure is for those describing themselves as having ‘physical disability’.

3.      In respect of question 6 the Council can provide number of cases
where Notice to Quit (NTQ) is given as the main threat of homelessness in
all cases presenting.

 

Please let us know if would like receive information in relation to 2 and
3 above.
