House Prices 1990-1992 in HP23 4 area of Tring

Please can you tell me the house prices for the area HP23 4 in Tring for the years 1990-1992 inclusive? I am particularly looking for bungalows, but any detached houses would suffice.

Thank you for your email dated 3 August 2018 requesting the following information under the Freedom of Information Act 2000 (FOIA):-

"Please can you tell me the house prices for the area HP23 4 in Tring for the years 1990-1992 inclusive? I am particularly looking for bungalows, but any detached houses would suffice."

I am writing to advise you that HM Land Registry Price Paid data is only available from 1995 onwards. This data will provide the postcode, property type Detached, Semi-Detached, Terraced, Flats/Mansions or others, old or new. Please see the link below from our website for more details: -

Unfortunately, we do not hold house price dataset for properties registered prior to 1995. However, we have information on transactions covering the period of your request, but the price paid for the property was not recorded until 1995. What this means is that although the price paid was not entered on the register prior to this date, the information will be contained in the documentation that we hold in the title file. Therefore, I consider the information to be exempt from disclosure under Section 21 of the Freedom of Information Act 2000 (FOIA). This is because you can obtain access to this information under our statutory process.

S21(2)(b) of the Act states that information is reasonably accessible if “it is information which the public authority or any other person is obliged by or under any enactment to communicate (otherwise than by making the information available for inspection) to members of the public on request, whether free of charge or on payment.”
This means that section 21(2)(b) of the Act applies to your request.

However, to assist you further with your request please note that certain information held by Land Registry is available as of right under the Land Registration Act 2002 and Land Registration Rules 2003. Under section 66 of the Land Registration Act 2002 anyone can have access to the register, title plans and any document held by the registrar that is referred to in the register or relates to an application or correspondence. Any request for such information is governed by the Land Registration Act and Rules and not the FOIA.

I consider that you would be able to do a search of the index map to ascertain title numbers of the properties within your post code area or street. You would then be able to purchase registers. The registers would disclose property details, so you would be able to decide which properties you are interested in. You could then purchase copies of documents referred to on the register such as copy transfers to find out the price paid for the property.

For data prior to 1995 you could try the Valuation Office. The Valuation Office is an Executive Agency of the Inland Revenue, with a network of local offices throughout Britain. Its main responsibilities are establishing rateable vales for the purpose of fixing council tax bandings. They also have a website at www.voa.gov.uk
