Many thanks for your response, and please pass on my gratitude to your FOI team for the important work they are undertaking - which is vital to fair and open government.

It is unfortunate that a significant number of Freedom of Information requests have been necessary, whilst the amount I can disclose at this juncture is somewhat limited, I can confirm that these FOIs are highly intelligence lead (as I am informed has been very clear to the department from their nature). These have been immensely useful and have served to confirm and reinforce what whistlebowers are saying, along with ensuring that the picture being built up is factual.

Whilst there is no requirement upon me to explain the full reasons , and indeed there are some individuals who must be protected here, I can confirm that the work of the FOI team has been very helpful and that some of the negative requests have also been very useful information and important due diligence (the duty to confirm or deny if information is held specifically can be very useful in the context of confirming negative information).

As you are no doubt aware, a key area of interest as been in the activities of the agencies team, over a number of fronts, and materially affecting the working conditions of tens of thousands of workers. We have followed the activities of Martin Innes purely as he headed up this team and is thus a key person of interest by dint of his job role. You have asked if there is anything that would be helpful, one thing that definately might be useful is if you could confirm who Martin Innes went on to work for?

I have considered other available routes and specifically the risk to whistleblowers and informants making Protected Disclosures about relevant failures, of the other channels and, as such, I can confirm that, upon careful reflection, FOI was considered as the best available route to obtain the information and evidence required. The complaints process is thus an unhelpful route at this juncture - but I thank you for your suggestion and I will be sure to make use of it, if and when it is suitable.

I am pleased to tell you that, having now worked through the significant number of questions I needed to ask to have covered all of the angles, I am anticipating that this will be the last forseeable batch of these FOIs and that I anticipate the frequency with which I will need to request such information will drop considerably. I can obviously only speak for myself, and cannot speak for Ms Tian, and you would need to contact her directly if you wish to see whether an alternative channel might be of use to her.

I can therefore confirm that I do wish the current FOIs processed please, and that these are intelligence lead and not in any way vexatious. At this juncture, I will be unable to reach out through any of the other channels suggested. I can confirm that there is considerable public interest in these enquiries.

Many thanks for your letter and the advice and I am pleased to confirm that I do not anticipate needing to send further FOIs at this juncture, that these are intelligence lead and surgical - with a considered rational behind every request, and certainly not vexatious. I would, however, ask that the outstanding FOIs are answered in full in accordance with the act - should you require extra time for certain requests I am happy to be flexible on this point where contacted in advance of failure to meet the deadline, and I am mindful of the demands on the important information governance service.
