Dear The Royal Bournemouth and Christchurch Hospitals NHS Foundation Trust,

I wish to request the full phone directory for every department at Royal Bournemouth Hospital. I'm happy to accept a directory including other hospitals if this is easier.

This directory should list direct dial numbers or if one is unavailable for an individual department, a switchboard/access number and the respective extention number would be acceptable as an exception.

Yours faithfully,
Jay Simon

Dear The Royal Bournemouth and Christchurch Hospitals NHS Foundation Trust,

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of The Royal Bournemouth and Christchurch Hospitals NHS Foundation Trust's handling of my FOI request 'Hospital Department Phone Directory'.

I requested a directory of ALL hospital departments direct contact phone numbers - this is not listed on your website. Instructing me to call the switchboard is not acceptable. This information has not been published elsewhere - you have simply provided me with a list of ward phone numbers, not departmental ones or office numbers. There exists a phone directory in order for departments within the hospital to contact one another. This list must exist if you have directed to call a switchboard - whom must have this directory in order to transfer calls. This information exists, has not been previously published and you have failed to provide it. Please accordingly answer my request in full.

A full history of my FOI request and all correspondence is available on the Internet at this address: https://www.whatdotheyknow.com/request/h...

Yours faithfully,

Jay Simon

Dear Freedom of Information,

I am still awaiting a response following my request for internal review.

Yours sincerely,

Jay Simon

Dear Jay,

Thank you for your email of 22^nd January 2019 where you requested an
internal review in relation to your request for information about the
telephone directory from The Royal Bournemouth and Christchurch Hospitals
NHS Foundation Trust (RBCH).

For reference your previous request is below with answers provided in
bold, blue text:

I wish to request the full phone directory for every department at Royal
Bournemouth Hospital. I'm happy to accept a directory including other
hospitals if this is easier.

This directory should list direct dial numbers or if one is unavailable
for an individual department, a switchboard/access number and the
respective extention number would be acceptable as an exception.

Telephone numbers for the Trust are published on the Trust’s website and
can be found at [1]https://www.rbch.nhs.uk/index.php?id=172 and
[2]https://www.rbch.nhs.uk/index.php?id=516. Specific departments not
listed here can be accessed through the Trust’s switchboard. The Trust
considers information requested to be exempt from disclosure under the
terms of Section 21 of the Freedom of Information Act 2000.  Section 21
exempts information that is already reasonably accessible to the applicant
by other means.

To which you responded:

I am writing to request an internal review of The Royal Bournemouth and
Christchurch Hospitals NHS Foundation Trust's handling of my FOI request
'Hospital Department Phone Directory'.

I requested a directory of ALL hospital departments direct contact phone
numbers - this is not listed on your website. Instructing me to call the
switchboard is not acceptable. This information has not been published
elsewhere - you have simply provided me with a list of ward phone numbers,
not departmental ones or office numbers. There exists a phone directory in
order for departments within the hospital to contact one another. This
list must exist if you have directed to call a switchboard - whom must
have this directory in order to transfer calls. This information exists,
has not been previously published and you have failed to provide it.
Please accordingly answer my request in full.

I have reviewed the response in light of your request for an internal
review, in consultation with the Trust’s Telecoms Manager. He has
confirmed that there is no single list of hospital telephone extensions,
as such. This information exists within a database which contains in
excess of 30,000 entries. This includes not only Trust contact
information, but also details for other NHS Trusts, GP practices and third
party organisations. The switchboard operators run a query within this
database to locate relevant extensions, rather than browsing a published
document.

Upon further review of your request, the Trust considers information
requested to be exempt from disclosure under the terms of Section 38 of
the Freedom of Information Act 2000. Section 38 applies to information
whose disclosure would be likely to endanger the physical or mental health
or the safety of any individual. It is felt that publishing a full list of
telephone extensions would be likely to have an adverse effect on public
health, as it would be likely to increase instances of “cold calling” to
individual extensions, thereby inhibiting the ability of Trust staff to
take urgent calls from patients and carry out their day to day roles.

The information that is available on the Trust’s website, cited in the
original response, provides sufficient detail to enable the general public
to contact any department within the Trust through the switchboard. It is
therefore felt that the public interest in withholding the full directory
outweighs the public interest in publishing this information.

If you are not content with the outcome of the internal review, you have
the right to apply directly to the Information Commissioner for a
decision. The Information Commissioner can be contacted at:
