Dear Oil and Gas Authority,
I would like to request the following:
1. Copies of communications (including WONS communications and notifications) between OGA and Horse Hill Developments Limited or UK Oil & Gas Plc for periods: 1st March to 15 April and 1st June to 15 July 2018.
2. Data on borehole pressure (top hole and downhole) for periods: 1st March to 15 April and 1st June to 15 July 2018, and especially during all operations of water injection, re-injection, acid swabbing, acid matrix injection and stimulation.
3. Dates of all operations of water injection, re-injection, acid swabbing, acid matrix injection and stimulation since 1st March 2018.
4. Data on borehole pressure (top hole and downhole) during oil production for periods: 1st March to 15 April and 1st June to 15 July 2018.
5. Dates of inspections, site visits and/or meetings with HHDL or UKOG since 1st March 2018, as well as corresponding notes, reports and/or minutes.

According to the consents granted to HHDL on June 14th 2018, both above supplemental information files were dated 10 April 2018.

Thank you for sending me the EWT and recompletion applications.
I don’t understand why the start dates are redacted. This is not commercially sensitive information, but key to understanding the timescales of operations and potential correlations with the Newdigate tremors. Clearly public interest outweighs any commercial sensitivity in this case.
I would like to request the applications with the dates included (not redacted).

Thank you for your email of 6 September.
The reasons for withholding the start dates were covered in paragraphs 2 to 6 of Annex A of the Internal Review response.
However it may be helpful to further clarify that competitors of HHDL would likely be able to use the start dates to calculate the test duration and volumes of hydrocarbons approved during the test, using the start date as a point of reference.
If you remain dissatisfied with the OGA’s internal review response, you should contact the Information Commissioner’s Office.
