(This request should be forwarded to Highways England's Historical Railways Estate team in York.)

Could you please provide me with all visual inspection, detailed examination and structural assessment reports for overbridge CVB 15m 33ch (known as Horse-Batch Bridge, grid ref ST528464) since 1 October 2013, together with copies of all correspondence/documentation exchanged between Highways England and Jacobs, and internally amongst Highways England’s own staff, on the subject of this bridge since 1 January 2018. This should include - but is not limited to - all emails/electronic messages plus attachments, letters, proposals, reports, drawings and plans.

Could you also please provide me with a list of all HRE-managed structures for which HE has confirmed or developing plans for either infilling or demolition. The list should specify:
<Structural No.>, <Structure Name>, <Grid Ref>, <current risk ranking>, whether the intention is to <demolish/infill> and whether the plans are <confirmed/developing>.

Thank you for your response.

Pages 48-50 (the Parapet Risk Assessment Proforma) has been included as a bitmap with significant digital compression applied. As a result, much of it is now illegible. Could you resend in a readable format please?

I note that on 10 September 2020, the relevant local planning authorities (LPA) were sent notifications by HE's agent that bridges CVB 15m 33c, AKC/95 and AKC/99 are to be infilled under the emergency powers set out in Schedule 2, Part 19, Class Q of the Town & Country Planning (General Permitted Development) (England) Order 2015. However these bridges do not appear on the list of 54 structures slated for infilling/demolition, sent as part of your response.

(I note that you subsequently informed Mendip District Council that the infilling plans for CVB 15m 33c had been put "on hold", but that's not the same as the plans having been rescinded.)

Could you please explain why these three structures are not included on your list and confirm that no other structures have been omitted despite being the subject of infilling/demolition plans?

As a supplementary request, could you please identify all structures for which:
a) a planning application for infilling/demolition has been submitted to the LPA (please append 'PA' to the relevant record on the list), and
b) the LPA has been notified that infilling/demolition is to be progressed under the emergency powers specified above (please append 'EP').

Hi Graeme

I have attached an uncompressed version of the PRA. I apologise that the standard tables themselves are still of a relatively low resolution, this appears to be as a result of the way that they have been inserted into the original spreadsheets.

As per the emails that you were forwarded in my original response, CVB 15m 33ch received notable repairs late last year. There is currently no plan to infill this structure, as such it is not on the list issued.

AKC/95 and AKC/99 are both potential infill schemes only at this time, plans are not currently developing or confirmed, as such they were not included on the list.

Having taken advice from our FOI team, your supplementary requests will be dealt with as a new FOI. This has been raised and is due on the 27th of November (Reference number: 101547). A separate email confirmation will be issued.

I find it extraordinary that you do not regard the infilling schemes for structures CVB 15m 33c, AKC/95 and AKC/99 to be "confirmed or developing" despite having told the relevant planning authorities that "Highways England HRE propose to undertake the support works as permitted development in line with the ‘Town & Country Planning (General Permitted Development) (England) Order 2015, Schedule 2, Part 19 Class Q’. Specifically, and for the avoidance of any ambiguity, *the works are being undertaken* in order to prevent an emergency arising."

Given your interpretation of my original request, could I ask that the supplementary request (ref. 101547) includes the listing of all structures for which there are "potential infill schemes...at this time", specifying <Structural No.>, <Structure Name>, <Grid Ref>, <current risk ranking>, whether the intention is to <demolish/infill>, whether the plans are <confirmed/developing/potential>, whether a <planning application> has been submitted and whether an <emergency powers/permitted development> notification has been submitted.

I recognise this will push back the response date.
