Horizon Authorised Users
Dear Post Office Limited,
Can you please state how many Authorised Users have access to Horizon? Can you say how many average different users there are per week? Can you say how many users only log-on to pass Compliance Tests(these will probably be absent Spm)? What is the most hours per week one user is logged on,what is the least number? What % of users log on for less than 5 hours per week?
Yours faithfully,
John O'Sullivan

Dear John,
We have started to consider your request; however, we have been asked to
clarify a couple of points in bold below before we are able to proceed:
* Can you please state how many Authorised Users have access to Horizon?
Please confirm if this is restricted to branch-based users or to all
users (including back-office)
* Can you say how many average different users there are per week?
Please explain what is meant by average different users. Are you
requesting how many different types of users there are in any one week
on average or just the average number of users per week?
We are assuming that questions 2 -5 relate solely to the Horizon System.
If not, can you please advise which systems you are referring to.
As you will appreciate the statutory timescale for our response to your
request will not commence until we are supplied with the further
information which we require. If we do not hear from you, we will assume
that you do not wish to proceed with your request.
Kind regards,
Liesl

Dear Information Rights Team,
Thank you for your reply.I would like to know how many Authorised Branch users Horizon has but it would be useful to know how many admin, support and back room people have access to Horizon also. The average users is the number of people who do use Horizon weekly out of the very large number(I assume)of people who could use it weekly. It would then be helpful to know how many hours the top 10% of users are logged in per week and how few the bottom 10% of users are on-line in hours. For instance someone working 9-5.30 mon-fri may log in scores of times but only be one user for the week and only be logged on for 42.5.Many will be less some may be considerably more
Yours sincerely,
john o'sullivan

Dear Information Rights Team,
Thank you for replying with some of the information.I would have thought POL is automatically gathering all this information from Horizon on a daily basis(im no Karl Flinders and dont understand computers) but is the truth Fujitsu gathers all this gen and you have to pay them to access it?Knowing what users are performing 90 plus hours a week would help prevent work/health conflicts and reduce errors caused by fatigue-are you saying POL has no interest in this possibility? We hardly need a situation were counter clerks are like junior doctors, working long hours with no rest. Finally and you may wish to treat this as a new request how much has POL paid Fujitsu to provide data to assist investigations in each of the past ten years 2010 to 2020?
Yours sincerely,

Dear Information Rights Team,
My understanding is that Fujitsu would charge POL for requests for data on certain transactions. How much would this charge be?Could a SPM request information from the Horizon back screen?Did this ever happen? How often did POL request Horizon data to assist in prosecuting SPM?How often did POL ask for information from Fujitsu to assist a SPM disputing a branch loss?Did POL ever decline to to ask for information from Fujitsu simply on cost grounds? What was the annual budget for information retreval from Fujitsu? And finally what year did POL spend the most on gathering information from Fijitsu concerning Horizon issues?
Yours sincerely,
john o'sullivan
