Dear West Midlands Police,

I am writing to you under the Freedom of Information Act 2000 to request the following information from West Midlands Police.

+ Between the years 2006 and 2015, how many honour basesd crimes have been investigated by West Midlandes Police? I would ask for each yearly breakdown to include: How many crimes were reported to WMP in each of the years / A breakdown in the type of crime reported (Assault, Murder, e.t.c) / The number of arrests made by WMP / The number of charges made by WMP/ The number sentanced at a court.

Please provide the information in the form of an Excel document.

If it is not possible to provide the information requested due to the information exceeding the cost of compliance limits identified in Section 12, please provide advice and assistance, under your Section 16 obligations, as to how I can refine my request to be included in the scope of the Act.

In any case, if you can identify ways that my request could be refined please provide further advice and assistance to indicate this.

I look forward to your response within 20 working days, as stipulated by the Act.

Good afternoon Mr Sorrentino,

Thank you for your request for information. We are aware that you have
made numerous requests for information in a short period of time.

Reference numbers 008 / 013 / 610/ 611 / 612 / 615 / 616 / 617 _16  

Our departments are extremely busy with their main policing duties and the
number of FOI requests you have submitted are placing an increased burden
on our departments. We would like to politely remind you of the impact
requests have on our analysts.

WMP have a disclosure log where responses to requests are uploaded

information you have requested are already available online at this site,
for example, information regarding compensation and costs for football
matches. We would ask that you look at this information in future before
making a request. I would also like to bring to your attention that you
have made two separate requests for data about 999 calls for the same
period. This duplication causes extra work for us and our colleagues.

REQUEST

RESPONSE

 

Our data are not organised in such a way as to allow us to provide this
information.  Prior to January 2009 we did not have an HBV marker,
therefore we would not be able to identify such offences prior to this
date.

 

 

Please note that researching each individual case would exceed the
appropriate limit (FOIA, s.12 (1)).

 

Therefore, the cost of compliance with your request is above the amount to
which we are legally required to respond, i.e. the cost of locating and
retrieving the information would exceed the appropriate costs limit under
section 12 of the Freedom of information Act 2000. For West Midlands
Police, the appropriate limit is set at £450, as prescribed by the Freedom
of Information and Data Protection (Appropriate Limit and Fees)
Regulations 2004, S.I. 3244.

 

A public authority which, in relation to any request for information, is
relying on a claim that section 12 or section 14 applies must, within the
time for complying with Section 1(1), give the applicant a notice stating
that fact. In accordance with the Freedom of Information Act 2000, this
letter acts as a refusal notice.

 

However rather than refusing your request outright at this stage, I would
like to explore with you how West Midlands Police may best assist you to
request relevant information which we hold. We could locate and extract,
within the cost limit, crimes with an Honour Based Violence marker that
resulted in a charge since 2009.  We are unable to provide court results. 
Please note: HBV is not a specific offence.

 

Please note that any located information might be subject to the
application of exemptions under the Act.

 

To enable us to proceed with your request I would be grateful if you could
confirm whether you wish us to provide the information outlined above.
After receiving your reply, your request will be considered and you will
receive a response within the statutory timescale of 20 working days, as
defined by the Act, subject to the application of any statutory
exemptions. If you chose not to respond then your request will remain
unanswered.
