To whom this may concern,

I am seeking information from your local authority under the Freedom of Information Act (2000), regarding the topic of homelessness in your area. My questions are as follows:

• What was the number of people found to be rough sleeping in the area administered by the council in each of the years from 2010 – 2018?
• What was the number of people found to be homeless in the area administered by the council in each of the years from 2010 to 2018?
• How much was spent by the council on schemes aimed at tackling homelessness in each of the years between 2010 and 2018?
• How much was spent by the council on ‘Housing First’ style schemes aimed at tackling homelessness in each of the years between 2010 and 2018?
• How much was spent by the council from Government grants on ‘Housing First’ style schemes aimed at tackling homelessness in each of the years between 2010-2018?

If you can identify any ways that my request could be refined, I would be grateful for any further advice and assistance.

If you have any queries, please do not hesitate to contact me via email and I will be pleased to clarify what I am asking for and discuss the request.

Thank you very much for your help regarding this topic, I look forward to you reply in the near future.

Yours faithfully,

Emily Thomas

Dear Ms Thomas,

Freedom of Information Act 2000 - Request for Information

I am writing in respect of your recent enquiry for information held by the
Authority under the provisions of the Freedom of Information Act.

Please find the response to your request below.

·                     What was the number of people found to be rough
sleeping in the area administered by the council in each of the years from
2010 – 2018?

Wakefield Council does not hold the data for the period for the cumulative
number of rough sleepers found.  The figures provided are those submitted
to the government on the estimate of rough sleepers on a typical night.

Year of estimate of rough sleepers on a single night Number submitted
2010 10
2011 14
2012 17
2013 7
2014 9
2015 5
2016 7
2017 7
2018 9

·                     What was the number of people found to be homeless
in the area administered by the council in each of the years from 2010 to
2018?

Wakefield Council is unable to differentiate between cases that were
homeless and threatened with homelessness from 2010 to April 2018.
However under the new statute since 03 April 2018 we can confirm the
number of relief duties (deemed to be homeless) owed from 3/4/18 to
31/12/18 was 430.

·                     How much was spent by the council on schemes aimed
at tackling homelessness in each of the years between 2010 and 2018?

2010/11* 2011/12* 2012/13* 2013/14* 2014/15 2015/16 2016/17 2017/18 2018/19**
295 37,000 21,468 20,517 58,273 62,180 60,237 56,406 56,704

*Please note that prior to 2014/15 some of our rough sleeper services were
commissioned through partnership arrangements with West Yorkshire
Authorities and not directly by the Council therefore are not included in
the figures provided.

**In 2018/19 our outreach/hub service contract was mainstreamed into a
larger housing related support contract therefore we have put in an
indicative figure of what the contract value would be based on the
previous contract payment.

*** The above figures relating to schemes relating to rough sleeping only

·                     How much was spent by the council on ‘Housing First’
style schemes aimed at tackling homelessness in each of the years between
2010 and 2018?

Wakefield Council does not operate a specific Housing First Scheme.

·                     How much was spent by the council from Government
grants on ‘Housing First’ style schemes aimed at tackling homelessness in
each of the years between 2010-2018?

Nil.

Please do not hesitate to contact me should you have any further queries
regarding this matter.
