Homeless individuals fined with PSPO

Dear Kent County Council,
I have been disturbed in recent news; with the revelation that some individuals who are homeless, are being fined under Public Spaces Protection Orders. Naturally, it is inherently counterproductive to fine those who are homeless, since this merely increases debt for these individuals, as well as the ideas that it also creates opposition between those affected, and local authorities.

I am enquring as a concerned resident of Kent, as to whether any homeless individuals in Kent have been subjected to either fines or imprisonment under these orders?
