Dear Energy Saving Trust,

I note the EST is not subject to the FOI Act 2000, but that it is 92% funded by government and there was an announcement (http://web.archive.org/web/2011013104361...) by the justice minister of plans to extend its scope to cover your organisation.

I am writing to request a copy of the Home Energy Efficiency Database (HEED) database.

Thank you for your Freedom of Information(FOI) enquiry regarding the Home
Energy Efficiency Database (HEED).

 

The FOI Act covers organisations that are collectively known as Public
Authorities, including local and central government, hospitals, schools,
etc.  As you correctly noted, the Energy Saving Trust is an independent,
social enterprise limited by guarantee, and is not covered by the FOI
Act. The FOI Act has not been amended to increase its scope at the moment.

 

Access to HEED data is governed by the agreements entered into to obtain
the data in HEED and obligations that exist under the Data Protection
Act.  Only aggregated data is provided to eligible users.  No HEED users
are given access to the data in HEED at address level.  Those eligible for
access to aggregated HEED data include individuals from any of the
following organisations engaged in activities relating to the energy
efficiency of the UK’s housing stock:

 

·         Central and Local Government

·         Not-for-profit organisations 

·         Organisations contracted by any of the above to carry out
domestic energy efficiency related projects (provided that an individual
from the contracting organisation request the account on behalf of the
commercial organisation).

·         Access to data at Local Authority level is available to
Universities, Community Groups and Not for Profit Organisations

 

Under the existing HEED data agreements access is not permitted for
individuals from commercial organisations or individuals from
organisations who intend on using HEED data for anything other than
activities relating to the assessment and improvement of the energy
efficiency of the UK’s housing stock.

The data available within HEED contains personal data and for this reason
we do not feel it is appropriate to release the full  data (as per Section
12 (3) of the EIR – ‘The information is the personal data of a person
other than the applicant’).

 

If you feel you are eligible to access aggregated HEED data, then please

Aggregated  HEED data is available to:

·         Central and Local Government

·         Universities, Community Groups and not-for-profit organisations
are able to access Local Authority level data.

 

Additionally, some aggregate data is available publically on Energy

The lowest level of aggregated data is census Lower Layer Super Output
Area (LLSOA). For information regarding LLSOA please see this definition

Some of the aggregated data held within HEED may be available to access
through requests to the Department of Energy and Climate Change and the
Scottish Government.

I too would like to know if individuals can have information as to which energy saving measures have been installed on their own properties, who carried it out and who funded it.
