that this includes my later clarification for number of names that HAVE in the past been temporarily withheld pending further enquiries at some point during the removal from school roll process, since 2013, and is to include, but not limited, to names currently withheld, and the reasons for those delays, past and present.

Following on from your email below, would it be possible to provide a definition of your term "temporarily withheld"? Historic information as relating to Home Education is not, in all cases held, as records are removed on a case by case basis when individuals cease home educating.
