Please can you state:
1. How many responses were received;
2. How many of these responses were from individuals;
3. How many of these responses were on behalf of organisations?

I have dealt with your request under the Freedom of Information Act 2000.
The information is as follows:
The following responses were received:
Online: 2,987
Email: 274
Hard copy: 180
Of the online responses, 2,681 were from respondents identifying as
individuals, and 224 from those identifying as organisations. A further 82
respondents did not answer this question. It is not possible to identify
reliably the split between individuals and organisations for the responses
made in other formats, as there was no request for identification as
individual or organisation.
The information supplied to you continues to be protected by copyright.
You are free to use it for your own purposes, including for private study
and non-commercial research, and for any other purpose authorised by an
exception in current copyright law. Documents (except photographs) can be
also used in the UK without requiring permission for the purposes of news
