Home education and abuse - statistics

We're waiting for Mx R Vincent to read recent responses and update the status.

Dear Hounslow Borough Council,

I would like to know:

A. The number of persons in the local authority of compulsory school age who are, or claimed to be, electively home educated and who have been either suspected or found to be involved in child abuse, neglect, forced marriage, sexual exploitation, radicalisation or domestic servitude.

B. How many (if any) Serious Case Reviews or Joint Area Reviews have been reported with respect to home educated children in the LA.

C) How many of these children have been put on a CIN plan.

D) How many of these children have been put into Local Authority care.

E) How many have ever attended school.

Re: FREEDOM OF INFORMATION (FOI) 2000 ACT RESPONSE

 

I am writing regarding your request for information dated 27 April 2018
and apologise for the delay in responding to you. You requested the
following information:

 

 A. The number of persons in the local authority of compulsory school age
who are, or claimed to be, electively home educated and who have been
either suspected or found to be involved in child abuse, neglect,
forced marriage, sexual exploitation, radicalisation or domestic
servitude.

 

 B. How many (if any) Serious Case Reviews or Joint Area Reviews have been
reported with respect to home educated children in the LA.

 

 C. How many of these children have been put on a CIN plan.

 

 D. How many of these children have been put into Local Authority care.

 

 E. How many have ever attended school.

 

Although the Council does hold this information, provision in the format
you request is exempt under Section 12 of the Freedom of Information Act
2002. Section 12 states that public authorities do not have to comply with
requests where they estimate that the cost of the compliance will exceed
the “appropriate limit”, which is itself set out in The Freedom of
Information and Data Protection (Appropriate Limit and Fees) Regulation
2004.

 

The cost limit guidance states that the “appropriate limit” is £450 for
most public authorities, and staff time must be calculated at £25 per
hour. Therefore the Council is not required to disclose information if
finding that information would take more than 18 hours (18 x £25 = £450).

 

In estimating the cost, the Council must consider:

 

1.         Establish if the information is held

2.         Locating the information

3.         Retrieving the information
4.       Extracting the information

I confirm that the Council does hold the information requested but to
provide it in the format you have requested would require work in excess
of 18 hours.

 

This is because we hold the information in a different format which is not
the format you requested. The information we hold is held on two separate
databases and would require manually cross referencing across the two
databases to gather all the information required.

 

 

To provide this information, we would need to:

 

·              Access each record, check and cross reference across the
two databases for each record, extract relevant information.

 

I therefore estimate that the total cost of providing the information you
requested in the format you require would be as follows:

 

45 hours @ £25 per hour = £1,125.00

10. Cost of Complying with requests

Section 12 of the Freedom of Information Act 2000 is an exemption where
the cost of compliance exceeds the appropriate limit. In other words, the
Council is not obliged to comply with a request for information if the
Council estimates that the cost of complying with the request would exceed
the appropriate limit which is £450 or equivalent to two and a half days
of locating and collating the information. However, Section 16 (mentioned
above) should be included in the response to the requester to provide
assistance to the applicant in narrowing their request.

 

The response to your request has been dealt with under the Freedom of
Information Act 2000.

Most of the information that is provided in response to a FOI or EIR
request will be subject to copyright protection. In most cases the
copyright will be owned by The London Borough of Hounslow. However, the
