Home education and abuse - statistics

We're waiting for Mx R Vincent to read recent responses and update the status.

Dear Haringey Borough Council,

I would like to know:

A. The number of persons in the local authority of compulsory school age who are, or claimed to be, electively home educated and who have been either suspected or found to be involved in child abuse, neglect, forced marriage, sexual exploitation, radicalisation or domestic servitude.

B. How many (if any) Serious Case Reviews or Joint Area Reviews have been reported with respect to home educated children in the LA.

C) How many of these children have been put on a CIN plan.

D) How many of these children have been put into Local Authority care.

E) How many have ever attended school.

Thank you for your FOI request dated 27 April 2018.

 

My response is as follows:

 

A)    The number of persons in the local authority of compulsory school
age who are, or claimed to be, electively home educated.   There are 237
children who are known to Haringey LA as being home educated.

 A. and who have been either suspected or found to be involved in child
abuse, neglect, forced marriage, sexual exploitation, radicalisation
or domestic servitude.   

 

We are not able to give you a precise number in response to this question
because of the very low numbers of people involved and therefore the
possibility that the individuals involved could be identifiable. If it
were possible to identify the individuals involved (from the information
that we provide and other information that may be available to people) it
would be a breach of the Data Protection Act to disclose the information.
Where it would breach the Data Protection Act to disclose information,
that information is exempt from the Freedom of Information Act under
Section 40(2).

 

Our general approach is not to provide a number when that number is 5 or
less in order to minimise the risk of identification. I can therefore
confirm that it was less than five but cannot be more specific.

 

B) How many (if any) Serious Case Reviews or Joint Area Reviews have been
reported with respect to home educated children in the LA.   None

 

C) How many of these children have been put on a CIN plan.   None

 

D) How many of these children have been put into Local Authority care.

E) How many have ever attended school.   150 children
