Home education and abuse - statistics

We're waiting for Mx R Vincent to read a recent response and update the status.

Dear Staffordshire County Council,

I would like to know:

A. The number of persons in the local authority of compulsory school age who are, or claimed to be, electively home educated and who have been either suspected or found to be involved in child abuse, neglect, forced marriage, sexual exploitation, radicalisation or domestic servitude.

B. How many (if any) Serious Case Reviews or Joint Area Reviews have been reported with respect to home educated children in the LA.

C) How many of these children have been put on a CIN plan.

D) How many of these children have been put into Local Authority care.

E) How many have ever attended school.

Dear Mr Vincent,

Thank you for your request for information.

We have completed a search of our records and can confirm the following:

A. The number of persons in the local authority of compulsory school age
who are, or claimed to be, electively home educated and who have been
either suspected or found to be involved in child abuse, neglect, -
subject of a CP plan forced marriage, sexual exploitation, radicalisation
or domestic servitude.

As at 30^th April 2018, 817 children are Electively Home Educated. 

30 of these children have previously been are subject of a CP Plan. 4 are
currently subject of a CP Plan.

Child Abuse – further clarification on the type of abuse would be required
in order to extract this information.

Neglect - 22 of these children have had a specific risk factor of Neglect
recorded on previous assessments

CSE - 26 of these children have had a risk factor of CSE recorded on
previous assessments

Forced Marriage, Radicalisation and Domestic Servitude – these are not
recorded in an extractable format

B. How many (if any) Serious Case Reviews or Joint Area Reviews have been
reported with respect to home educated children in the LA.

C) How many of these children have been put on a CIN plan.

D) How many of these children have been put into Local Authority care.

2 of these children have previously been Looked After. None of these
children are currently in Local Authority Care

E) How many have ever attended school.

This is not recorded in an extractable format and would require a manual
trawl of files at 10 mins each for 817 children which would take 136
hours.  This part of your request is therefore refused as per section 12
(the cost of compliance exceeds the appropriate limit) of the Freedom of
Information Act 2000.
