Home Educated Children in Kent
Dear Kent County Council,
I am aware that there is no legal requirement to register home educated children and that there are no official figures. However, I'd like you to answer the following questions.
1. How many children are currently home educated in Kent
(according to the figures you do have)?
2. How many children have been de-registered from Kent schools for the purposes of home education in 2011 (so far)?
3. How many children were de-registered from Kent schools for the purposes of home education in each of the five years prior to 2011?
4. Do you have any figures relating to parents de-registering their children to avoid prosecution for persistent truancy?
Yours faithfully,
Lisa Dillon

Dear Ms Dillon
Thank you for your request for information made under the Freedom of
Information Act 2000. Please accept my sincere apologies for the delay in
sending this information to you. I appreciate we have not complied with
statutory timescales on this occasion.
We have answered your questions below in the order they were raised.
1 and 2. Please see attached spreadsheet
3. We do not hold reliable historic data in a format that will enable us
to answer this
4. Parents do not have to provide a reason for requesting to Electively
Home Educate therefore to record figures by reason of avoiding
prosecution can't be determined precisely. Where we have reason to
suspect this is the case, we proceed with legal action as the offence of
failure to secure regular attendance has already been committed in
previous 6 month period.
If you are unhappy with this response, and believe KCC has not complied
with legislation, please ask for a review by following our complaints
process; details can be found at this link

on our website. Please quote reference FOI/11/1677.
If you still remain dissatisfied following an internal review, you can
appeal to the Information Commissioner, who oversees compliance with the
Freedom of Information Act 2000. Details of what you need to do, should
you wish to pursue this course of action, are available from the
Information Commissioner’s website
