Dear Sir/Madam
I initially sent this e-mail to the Officer, John Peel, who works with the Environment Committee. He suggested that City Clean would be the appropriate Team to put my questions to.
I've lived above this site for some 4 years. I understand that the use of the Recycling facilities has increased recently. Some have spoken to me in the past of unease about noise & air pollution from the site.
I'm writing to ask about the Council's awareness of any pollution issues, the Veolia contract and the level of monitoring involved with this key facility.
Can you please let me know:
1.
What are the expectations/plans for the levels of future traffic in connection with this site?
2.
What exact arrangements, if any, are in place to monitor air pollution in and around the site and in areas of residential occupation nearby.
If such monitoring takes place, could you please tell me where and when samples are taken and with what frequency?
3.
I've read and heard some of the controversy over BHCC's rates of recycling and the influence of the Veolia Incineration route upon our limited range of recycling.
Can you please tell me how many years does this contract run for - and who owns the Recycling facilities?

There is no expectation that the volume of traffic will grow. The council has a set number of refuse, recycling and street cleansing rounds and this is not expected to increase.
Overall levels of domestic waste have levelled off and are not expected to change significantly.

“Air pollution is monitored as part of a general network of NO2 tubes that are changed on a monthly basis including one on Hollingdean Road and around the Vogue Gyratory. As a result of the planning consent in 2009 for the Veolia site, a section 106 agreement was made which contributed towards the installation and running of automatic air quality analyser located at Lewes Road, Brighton which is able to measure NOx and fine particles. This point is not clear – the incinerator in Newhaven does not have an impact on the recycling rates in Brighton & Hove.
Can you please tell me how many years does this contract run for - and who owns the Recycling facilities?
The contract will run until 2033 after which the facilities will transfer to the councils ownership (they will be owned jointly by Brighton & Hove and East Sussex County Council
