HMRC Real Time Information system and Work Programme outcome payments

Under the Work Programme if a participant does not agree for the DWP or any Provider to contact an employer for Job and Sustained Job information to submit or verify an outcome payment claim, will the HMRC Real Time Information system be used as a way to make payments to Work Programme providers, even if the participant did not consent before hand or in the absence of or withdrawal of a participants consent to contact an employer?

Can a Work Programme participant arrange for the DWP not to use any HMRC Real Time Information to consider or verify whether a Provider should be given any outcome payment?

This information request should also cover the pilot DWP and HMRC Real Time Information system.

Dear Reece Paul,

Thank you for your Freedom of Information review request which we
received on 16 July 2012. I acknowledge that in this instance, the
Department failed to respond within the 20 working days and DWP
apologise for the delay. Furthermore, we apologise for not keeping you
updated of the progress of your request. A slight backlog of work has
meant that some responses have not been answered as promptly as we would
hope. DWP is working to avoid any such errors occurring in the future.

In reviewing your request the reviewing officer upholds your complaint
as the Department failed to respond to your request within 20 days.

The response to your original request is set out below.

Thank you for your FOI request of 06 June 2012. You asked:

Under the Work Programme if a participant does not agree for the DWP or

This information request should also cover the pilot DWP and HMRC Real

In relation to the Work Programme the HMRC Real Time Information system
is at the pilot stage. How it is used will depend on pilot outcomes.
Information on this will be released on the HMRC website prior to the
system being rolled out nationally in 2013.
