HMRC payments to Vodafone

Dear HM Revenue and Customs,

In each of the 3 years to 31 March 2011 and from 1 April 2011 to the present time:

1) What business transactions have taken place between HMRC and Vodafone

2) What amounts were paid to Vodafone by HMRC in respect of each business transaction

3) Were there any Contra arrangements/deals eg, Vodafone supplying goods/services in exchange of lower tax bill or any other type of arrangement

4) If the answer to 3 is yes, please provide full details including money's worth.

I am writing to request an internal review of HM Revenue and Customs's handling of my FOI request 'HMRC payments to Vodafone'.

Aidan Callan HMRC Freedom of Information Team, Room 1C/25, 100 Parliament Street, London SW1A 2BQ Telephone No 020 7147 3234, has sent me an email outwith Whatdotheyknow telling me that HMRC are refusing this FOIA request because HMRC consider it to be vexatious.

I refute such an allegation and ask you to provide a full explanation why you view this request as vexatious.

My request has been made to establish fact that is in the public interest.

I fear the real reason HMRC wish to suppress information lies in the fact that the response will not reflect well on HMRC.

Please urgently reconsider your refusal and either

1) provide the information sought or

2) confirm that the refusal remains in force providing a full explanation why you view this request as vexatious.

Dear HM Revenue and Customs,

I sought "What amounts were paid to Vodafone by HMRC in respect of each business transaction"

You have provided monthly summary. Vodafone ought to have provided a detailed analysis so that HMRC could verify the payment demanded.

It is the detailed analysis that needs to be provided. Please provide this.

In the original response to my 3rd request, Eileen Tully stated that HMRC does not enter into the kind of deals with suppliers of services that I described.

That is not true, for example HMRC has entered into a contra arrangement with their Call Centre 0845 numbers.

Please carry out the appropriate fact finding and confirm that no such arrangement has been entered into with Vodafone.
