I am writing to request an internal review of HM Revenue and Customs's handling of my FOI request 'HMRC Digital Services'.

The response is not specific enough and clarification is needed as to whether "Number of users who have
logged into the Personal Tax" is unique users, i.e. each taxpayer is only counted once as a user regardless of the number of logins or whether this is the total number of logins in a year, including multiple logins for single taxpayers. account in each tax year.

In respect of "Number of customer registrations to allow access to the Personal Tax Account in each tax year" . This also isn't clear. Is it unique users, i.e. each taxpayer is only counted once as a user regardless of the number of logins or whether this is the total number of logins in a year, including multiple logins for single taxpayers. account in each tax year?

Also the wording is a bit odd. Did every customer registration to allow access to the Personal Tax Account result in the activation of a new Personal Tax Account? If so I would expect the cumulative number of Personal Tax Accounts that had been activated at the time of response to be the numbers in all of these years added together, 27.4million. Please advise if this is the case.
