Response to this request is long overdue. By law, under all circumstances, Brent Borough Council should have responded by now (details). You can complain by requesting an internal review.

I am writing to request the updated register of all HMO properties in the area with all relevant information, in particular; the owners names and contact details/addresses, the address of the HMO property and all other relevant information such as dates of licence renewals etc

I am writing to request the updated register of all HMO properties in the
area with all relevant information, in particular; the owners names and
contact details/addresses, the address of the HMO property and all other
relevant information such as dates of licence renewals etc
 
We are dealing with your request under the Freedom of Information Act 2000
and we aim to send a response by 6 November 2017.
