Dear Home Office, I made the following request to HMIC on Oct 4 2015:

Dear Her Majesty’s Inspectorate of Constabulary, what documented
(recorded information) procedures gave been put in place to ensure
the doctrine of the 'police obligation to believe the reporter of a
criminal offence until proved otherwise' , as announced by Tom
Windsor in a BBC News item of 27:8:2010, is being operated
effectively.

They eventually replied that it was not their responsibility but yours. Please answer the above question.
