FREEDOM OF INFORMATION ACT REQUEST

I refer to your Freedom of Information request in relation to
Homecare/Residential Care 

Right of Access

Section 1(1) of the Act provides any person making a request for
information to a public authority is entitled.

(a) to be informed in writing by the public authority whether it holds
information of the description specified in the request (which Section
1(6) of the Act designates as the "duty to confirm or deny"), and

(b) if that is the case, to have that information communicated to him.

The right is to obtain access to the information itself and not to the
document or record which contains it.

The Act creates a general right of access to information held by public
authorities subject to various exemptions.

Northumberland County Council confirms that it holds the information you
have requested, please see the following information in response.

You asked for lists of:

 

Providers that the council has contracted to provide domiciliary/home care
since 2011, with the accompanying dates.

Providers that the council has contracted to provide residential care
since 2011, with the accompanying dates.

 

We do not hold lists organised in this way, but such lists could be put
together from information which the Council has already published about
payments to suppliers. This can be found on our website here:

These lists show all payments of £250 or more made to care providers since
2010 (as well as providers of other goods and services), giving the names
of the care providers involved, so can be used to identify the periods
during which any specific organisation was providing a care service under
contract to the council.  Filtering the lists by the “sub description”
column and selecting “Homecare” will answer your first question; filtering
by “Residential Care” will answer your second question.  If you are also
interested in care home accommodation with nursing, which is sometimes
colloquially regarded as a form of “residential care”, filtering for the
sub description “Care Homes with Nursing” will provide information about
that.

 

You should note that the Council commissions services on behalf of the NHS
for people eligible for NHS continuing health care.  Many of the providers
paid by the Council provide services under both headings, and the contract
terms are the same whether the service is funded from health or social
care budgets.  If you wish to distinguish them, the “Service” column will
let you do so by including or excluding the category “CHC Packages”.  The
Council also makes payments to nursing homes on behalf of the NHS under
the national “Funded Nursing Care” scheme – these can if required be
filtered out by excluding the category “F.N.C.”

handled, you can request an internal review by writing within 2 months
