Whilst the current HMO register is available to view here: https://www.srs.wales/en/housing/hmo-lic...

I require the same but for the preceding 5 years. i.e 2021, 2020, etc.

Can you please provide electronic copies of these?

The department that manages this data has advised that they are unable to
provide this information due to a system change over in 2017, in addition
to this they noted that we have also reached the date retention cut off
policy preceding 2016.

If you are dissatisfied with the handling of your request, you have the
right to ask for an internal review. Internal review requests should be
submitted within two months of the date of receipt of the response to your
original letter and should be addressed to: The Monitoring Officer, Civic

Dear Cardiff Council,

Just to be clear, are you saying you cannot supply the HMO registers from 2017, 2018, 2019, 2020, 2021 or 2022?

Even if only some of these are available it would be beneficial to see these. Interestingly, Nottingham City has been able to provide these, so it was assumed you would also have the data.

“The public register is the link provided in his original email, this has

I will raise this for digital copies from 2017 to 2022. Someone from the
admin team should be in touch as I believe there is payment for this

Could you please confirm if you are happy with the details on the public
register, that go back to 2017 or whether you would like the copies they
are referring to?

I thought from the reply below that the historical registers (2017-2021) were available online, is this not the case?

Dear Steve,

The Housing Act 2004 stipulates that an authority should maintain an up-to-date register, however when it comes to historic register data we would not release this information as it would be inaccurate and would also contain data of properties that are no longer HMOs, along with other information which would be deemed personal data.
As a result, a section 40 (FOIA) exemption applies against providing outdated/historic HMO register data, details of this exemption follow:

Section 40 - Personal Information
It is considered that this exemption under Section 40(2) of the Act applies, namely that some of the information is personal information and all personal details are protected under the Data Protection Act 2018 legislation. The Council cannot disclose personal information where to do so would breach any of the data protection principles.
In this case, we consider that to release historic and outdated HMO data cannot be justified as it would contain personal data of 3rd parties, and disclosure would breach the rights of these individuals under the Act.
