Historic site licences- Mitco site and Joberns Tip

I am writing to make an open government request for all the information to which I am entitled under the Freedom of Information Act and the Environmental Information Regulations.
In order to assist you with this request, I am outlining my query as specifically as possible.
If however this request is too wide or too unclear, I would be grateful if you could contact me as I understand that under the act, you are required to advise and assist requesters.
Please provide by electronic means the full waste disposal site licences and any subsequent amendments made for land in and around the former Empire Brickworks site, Stubbers Green Road , Aldridge, Walsall.
These relate to the former Leigh Interests Limited and associated subsidiaries, "the Mitco lagoon site" and the other site both off Coppice Lane and were numbered-

SL46 LEIGH INTERESTS LIMITED MITCO SITE, COPPICE LANE ALDRIDGE WALSALL
SL47 EFFLUENT DISPOSAL LTD JOBERNS TIP, COPPICE LANE , ALDRIDGE, WALSALL

Could you also provide a summary of when these licences were surrendered and the sites remediated if indeed this was the case?
In a request to The Environment agency they have stated that they do not hold these licences as they predated their existence, but Walsall council may still have retained the details via the former hazardous waste unit.
I understand that under the act, I should be entitled to a response
within 20 working days. I would be grateful if you could confirm that you have received
this request. I look forward to hearing from you in the near future via the what do they know website address.

Further to your request for information about Historic Waste Disposal Site
Licences, please see our response below: 

Having undertaken extensive searches, we regret to inform you that we have
been unable to locate any of the waste disposal site licences you
requested.

The most likely reason for this is that at the time of issue, all site
licences for waste disposal (now waste management licences/permits) were
managed for and on behalf of Walsall Metropolitan Council (and the
remainder of the unity district councils) by the West Midlands Hazardous
Waste Unit (WMHWU), subsequently as a result of the Environment Act 1995
the WMHWU was disbanded and the overall role and responsibility for waste
regulation was transferred from individual local authorities to the
Environment Agency in 1996.

Accordingly in line with this transfer it would in the circumstances be
reasonable to assume that all records held by WMHWU in respect of the
issue and maintenance waste disposal site licences would have transferred
over to the Environment Agency, as they now where now the central public
organisation responsible for such matters. We note from your response that
a similar previous request to the Environment Agency was unsuccessful and
therefore we are unable to assist you further with regards to these
licences.

However, falling short of providing the actual information requested, we
may still be able to assist further, as during our searches a large amount
of supplementary records relating to these sites/site licences was
located. Therefore if you are able to clarify your request further by
specifying the exact nature of the information you are seeking, then we
would be happy to consider this request again for you. 

In the meantime, we regret to inform you that in accordance with  the
Environmental Information Regulations 2004. this request is presently
refused.

Dear Walsall Metropolitan Borough Council,

Thankyou for the response to this EIR request, but I am somewhat surprised that you did not retain the historic site licences SL46 and SL47 given that Walsall MBC provided the secretariat to the WMHWU 1986-1996 after the dissolving of The West Midlands County Council in 1986 and were based IN Walsall.

In terms of this clarification of "the large amount" of other material that you say hold, but not the licences themselves, can I refine my request to any information or records you hold in respect of these two sites and the licences relating to licence breaches, fines issued to the operators and any other enforcement action that was taken by any body, including Walsall MBC.
Could I also request any plans that you hold of where these two sites were located.

can tell you the following:

 

In terms of this clarification of "the large amount" of other material

We have copies of the draft licence that was supplied to the WMHWU however
we do not hold a copy of the officially issued licence and not have been
provided with one by return from the WMHWU.  They would have been
transferred to the Environment Agency once they took over as regulators
for waste facilities.

 

I attach two files one for each site.  These contain a map of the site as
requested. 

 

The Joberns file has an enforcement notice.

The Mitco file contains a modification of their licence.

 

Most of the information that we provide in response to Freedom of
