I note that on your website you publish a list of your projects
that will reduce the risk of flooding in England:

this is very good, but I would like to know the way projects have
been funded in the past 5 years.

Could you please provide me with the equivalent reports on funded
flood prevention projects for the past 5 years?

So when can I expect a response?

You can expect to receive a reply from us within 2 working days for most
general enquiries. If your enquiry is of a technical nature it could take

Dear Environment Agency,

Please pass this on to the person who conducts Freedom of
Information reviews.

I am writing to request an internal review of Environment Agency's
handling of my FOI request 'Historic data of environment agency
funded flood prevention projects'.

I requested information about the funding of projects in the past
five years. I would like to be clear that this means I would like
not only a list of the projects that have been funded but also the
amount of money each project has received.

I have only received the names of the projects funded and so I am
requesting an internal review where I ask you to revise the
decision not to give the sum of funding received by each project
that you have listed.

We have received a time estimate advising that it would take well over 18
hours of work to answer this query and would be a formidable task. They
advised that it would be difficult to collate this information and maybe
take about 5 days. It is questionable if there would be a product to
provide to you at the end of it.

We are limited to 18 hours per request as more hours than this would take
our staff away from their statutory duties.

To ensure that information requests do not take staff away from their
duties we would have to refuse any request over 18 hours as "manifestly
unreasonable".

Before we refuse as being manifestly unreasonable, we always make contact
to see if you are able to scale down the scope of your request so we are
able to provide you with some data. Therefore in order for us to assist
you, would you be able to reduce the size or scope of the request to bring
it under the time limit? For example, maybe if there was a particular
area you were interested in for the projects considered.

Dear Lisa,

Further to your request for data referenced NRMAY19.

We have again been to the team for the time estimates for this request. We
have 11 regional Flood and Coastal committees and it has been estimated it
would take 2 hours per committee. Therefore as it stands at the moment it
will exceed the 18 hours limit and could be refused as manifestly
unreasonable.

Before we refuse we are giving you an opportunity to reduce the scope of
the request. A way to move this forward would be to pick which regions
would be most beneficial for the purpose you require the data.

Dear Lisa,

I have heard back from the data custodian regarding your request and the
spreadsheet which you sent over to us, please see below:-

In our previous response, we provided programmes for 2008/09 and 2009/10.
The 2009/10 programme shows those projects which received funding in each
of these years and the indicative funding for future years. These are
similar in format to the 2010/11 programme which you sent in as an example
of what you are looking for. We did not publish indicative funding for
future years in 2008/09. We did not publish programmes before 2008/09.

The programme for 2011/12 only contains schemes where funding has been
made available for 2011/12. Schemes starting in future years have not
been shown. This is because the future programme will be shaped by
Defra 's new approach to funding flood and coastal erosion risk
management schemes, called 'Flood and Coastal Resilience Partnership
Funding' or more simply `Partnership Funding'. We therefore cannot say
which new schemes will be brought into the programme until the allocation
process for 2012/13 has completed, with programmes being published in
April 2012. Further details on 'Partnership Funding' can be found at:

So in order for us to collate the information which you require, the
original time estimate of about 22 hours will still stand. I have sent
this time estimate to our Data and Information team who will make a final
decision on whether we are going to collate the data, considering it is
more than 18 hours work.
