Dear Defence Infrastructure Organisation,

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of Defence Infrastructure Organisation's handling of my FOI request 'Historic Bid Records'.

The information requested is narrow in scope and date range. To suggest this information could be used to build a pattern of behaviour for malicious purpose or intent, or indeed compromise force capability goes far beyond the intent and purpose of Section 26 & Section 38.

The areas in which the bids cover is open and publicly accessible at all times when not in use and civilian use of the area for recreation is exceptionally high. The very narrow scope of the request precludes the establishment of pattern or capability, beyond what can be observed at a distance by recreational users sharing a common space with military training. Publishing details exceptionally limited scope historic records can be justified on these grounds alone.

I am therefore requesting an internal review - please note that this FIO has been subject to further unwarranted denial and DIO have a legal obligation to comply with such requests.

Dear Mr Brown,

 

Receipt is acknowledged of your email of 24 August 2021 requesting an
internal review of a response under the Freedom of Information Act on
behalf of the Ministry of Defence under reference FOI2021/06282.

 

The Department's target for completing internal reviews is 20 working days
from date of receipt and we therefore aim to complete the review and
respond to you by 22 September 2021. While we are working hard to achieve
this, in the interests of providing you with a realistic indication of
when you should expect a response, the majority are currently taking
between 20 and 40 working days to complete.  The review will involve an
independent assessment of the handling of this request and the outcome.

1. This FOI was raised in June.
2. This FOI has already been subject to internal review and the appeal was successful.
3. This FOI is now well beyond the 22nd of September deadline.

I would therefore be exceptionally grateful if the information as requested is disclosed, and that disclosure occurs expeditiously.

To persist with delay cannot be seen as upholding the rights and responsibilities DIO hold and I look forward to your earliest and positive reply.
