Historic and forecast cost of Waste Collection

We're waiting for Matt Clay to read recent responses and update the status.

Dear Waltham Forest Borough Council,

In regard to the recent cost saving changes to Waste Collection Service - Bin Presentation, where residents now must present their bins at the edge of their property in order for emptying to take place, I would like to ask for the following information:

1a. How much have weekly household and recycling collections cost per year for the last five years?

1b. How much of that budget each year is allocated to the upkeep/replacement of domestic wheely bins, and how many domestic wheely bins are replaced each year?

2. How many weekly waste-collection operatives (bin men) are employed by LBWF (either directly or through a supplier), and if this figure has fluctuated in the last five years what are the fluctuations?

3. What is the new annual forecast (and saving) you have estimated as a result of residents presenting their bins at the edge of their property?

4. How will the new policy reduce the number of vehicles required (as stated in your recent mailshot dated January 2019)?

I am writing in response to your recent request for information that was
received on 4th February 2019 about Historic and forecast cost of Waste
Collection.

The Council has now completed its search for the information you requested
and a copy of the information which can be disclosed is enclosed /
attached. The information supplied has been provided by the department
responsible for the service delivery. Please note that some of the
information requested within the terms of your request is exempt from the
right of access under the Freedom of Information Act 2000.

1a. How much have weekly household and recycling collections cost per year
for the last five years?

This information is currently confidential as LBWF are currently
undertaking the procurement of a new contract.

1b. How much of that budget each year is allocated to the
upkeep/replacement of domestic wheely bins, and how many domestic wheely
bins are replaced each year?

This information is currently confidential as LBWF are currently
undertaking the procurement of a new contract.

17/18 – 12,890 two wheeled bins were provided to residents that is refuse,
recycling and garden waste.

2. How many weekly waste-collection operatives (bin men) are employed by
LBWF (either directly or through a supplier), and if this figure has
fluctuated in the last five years what are the fluctuations?

Currently there are 84 waste operatives employed through a contractor to
collect refuse and recycling weekly from both individual kerbside and
communal bins.

3. What is the new annual forecast (and saving) you have estimated as a
result of residents presenting their bins at the edge of their property?

It has been estimated that current costs can be reduced by £450k per year
by implementing this policy.

4. How will the new policy reduce the number of vehicles required (as
stated in your recent mailshot dated January 2019)?

The new policy will speed up the collection process and mean that the
crews will be able to pick up more bins within the same time. This means
that fewer crews will be needed to pick up the bins and this will in turn
reduce the number of vehicles required. Note that the efficiencies
generated by adopting this policy will allow the Council to continue to
provide weekly refuse collections, something which residents have told us
is important to them.
