The Council submitted a tender for a Design team using
the GLAs‘s Architecture Design and Urbanism Panel (ADUP). This framework
has been established by the GLA and TFL to support the delivery of
quality-focused and innovative developments for London Regeneration
projects. You can see more about the ADUP including the list of suppliers
on the panel here
https://www.london.gov.uk/what-we-do/reg....
The Consultants who were invited to bid for this tender are grouped under
Lot 4 - Architecture - Housing and Mixed - Use

The Resident Board, St Raphael’s Voice provided input on the specification
for the tender which was drafted by the Council.  All suppliers on the
panel were required to respond with a bid by the stated deadline.
Representatives from the Council and St Raphael's Voice scored the
submissions and moderated the scores in order to determine the winning
bidder.   St Raphael's Voice involvement in the process was communicated
to St Raphs residents in the January 2021 newsletter which can be accessed
on our website via the below link

A mini competition is required for a contract of this potential value. The
council have found that this is the most appropriate means of procuring
the services required and the competition helps to gauge interest of
expressions. The competition is an invitation to suppliers on the panel to
tender for a contract

The evaluation criteria for this mini competition was  established with
reference to the Council’s establish procurement protocols and also in
line with requirements from the GLA with reference to the use of the ADUP.
