Highways expenditure & prioritisation criteria

Please will the council forward the following information related to the Highways department.

How much has the council spent on making temporary repairs, those of which resulted in asphalt to fill a hole rather than a proper patch? How many of the temporary patches have failed requiring secondary & tertiary visits & at what cost?

How many times has the council successfully required contractors for services, i.e. Water Gas Phone etc, to return and make good holes trenches and road damage?

What is the total expenditure on the 'A' road network detailing how much, and where, it was spent?

What are the road scan results for the A614 & what work is proposed in 2009/10?

What is the matrix or mechanics by which road repairs are prioritised?

What priority is being given to the A614 at
(1) The damaged approach roads at Bainton roundabout?
(2) the sinking road at Kellythorpe?
(3) The A614 Middlethorpe bends?

How much money was spent across the county on Road signage relating to,
(1) Speed limits
(2) Footpaths & Cycle ways
(3) Other road signs

The Council tax breakdown summary supplied with Council tax bills indicates an amount for administration. Is there additional costs to administering the highways department & if so what is that cost?

Other than the Beverley southern relief road & Castle Hill widening, what forward planning & bidding has been undertaken for new road improvements in the East Riding - (schemes similar to Reighton Village bypass & A165 upgrade to Scarborough)

How much has the Council paid out in insurance claims relating to the state of the road network under its control?
If the council is insured for this, has there been any increase in premiums over the last 5 years?

I write to acknowledge your recent application to East Riding of Yorkshire
Council for access to information under the above Act the details of which
are set out below.

Details of Request:

Please will the Council forward the following information related to the
Highways department.

How much has the Council spent on making temporary repairs, those of which

confirmed or denied unless the Council claims an Absolute Exemption under
Part II of the Act. Officers are currently establishing whether the
information requested is held and I will write to you with the Council’s
response by 20 March 2009 which is 20 working days following receipt of
your request.

Following you email I have investigated the matter and cannot find any problem with my computer. I have contacted mysociety.org and they indicate that the problem is with the East Riding council computer system the response is shown below...

Dear Mr Jones,

Thank you for your email below. The council does not hold a record of how
many times it returns to the same pothole or road damage to make the same
repair.

A unique street reference number refers to an imaginary line that runs
along a stretch of highway. The Council is able to relate assets, work etc
to a specific usrn but they vary in length and the particular asset or
works can be at any point along its length.

As said in my recent letter officers can tell if the same section of road
has been pothole patched but not not if it was a revisited pothole. I hope
that this further explanation is helpful.
