Highway safety reports
Dear Greenwich Borough Council,
Could you please:
a) send me all highway safety inspection reports relating to Victoria Way and Inverine Road, Charlton, since 1 January 2011, whether routine or in relation to a complaint about dangerous infrastructure (or the earliest possible date if this is not possible).
b) send me the details of all complaints (not the complainants) that have been made to the council about dangerous road or pavement conditions in Victoria Way and Inverine Road, Charlton, since 1 January 2011 (or the earliest possible date if this is not possible).
c) tell me who is responsible for the manhole cover at the corner of Victoria Way and Inverine Road, Charlton, opposite 90 Inverine Road and next to TfL bus stop number 50427.

Thank you for your email dated 13th April 2016 in which you asked:
Could you please:
a) send me all highway safety inspection reports relating to Victoria Way
and Inverine Road, Charlton, since 1 January 2011, whether routine or in
relation to a complaint about dangerous infrastructure (or the earliest
possible date if this is not possible).
Please see the three attachments listing all highway safety inspections in
Victoria Way and Inverine Road since 1 January 2011, which have been
redacted to remove any personal information. Please note that as Victoria
Way is split in to two separate inspection beats there are commonly two
entries close together as the different sections would be completed on
different days.
b) send me the details of all complaints (not the complainants) that have
been made to the council about dangerous road or pavement conditions in
Victoria Way and Inverine Road, Charlton, since 1 January 2011 (or the
earliest possible date if this is not possible).
Please find attached copies of the only correspondence that the Royal
Borough holds with regard to dangerous road or pavement conditions in the
two named roads. There have been no formal complaints recorded for these
two streets relating to dangerous road or pavement conditions within the
period specified.
c) tell me who is responsible for the manhole cover at the corner of
Victoria Way and Inverine Road, Charlton, opposite 90 Inverine Road and
next to TfL bus stop number 50427.
The manhole is owned by Thames Water Utilities
Your request for information is being been considered under the
Environmental Information Regulations (EiR). This is due to the
information you have requested falling within the definition of what is
“environmental information” as set out in Regulation ( c) of the EIR which
states:-
“environmental information” has the same meaning as in Article 2(1) of the
Directive, namely an information in written, visual, aural, electronic or
any other material form on –
(a) the state of the elements of the environment, such as air and
atmosphere, water, soil, land, landscape and natural sites including
wetlands, coastal and marine areas, biological diversity and its
components, including genetically modified organisms, and the interaction
between these elements;
(b) factors such as substances, energy, noise, radiation or waste,
including radioactive waste, emissions, discharges and other releases into
the environment, affecting or likely to affect the elements of the
environment referred to in (a);
(c) measures (including administrative measures) such as policies,
legislation, plans, programmes, environmental agreements, and activities
affecting or likely to affect the elements and factors referred to in (a)
and (b) as well as measures or activities designed to protect those
elements;

If you are not satisfied with our response to your request, you can ask
for an Internal Review. Internal review requests should be submitted
within two months of the date of receipt of the response to your original
request. If you wish to do this, please contact us, setting out why you
are dissatisfied.
If you are not satisfied with the outcome of the Internal Review, you may
apply directly to the Information Commissioner (ICO) for a decision.
Generally, the ICO cannot make a decision unless you have exhausted the
Internal Review procedure provided by the Council.
