Highway permissions relating to objects / structure on highway managed land
Dear Newcastle upon Tyne City Council,
I note that a number of floral planters have been installed on raised kerbed traffic islands and central reservations on Stamfordham Road (B6324). Please see Google map link below to show location of planters as well as co-ordinates:

What item(s) of highway legislations has the highway Authority for Newcastle / Newcastle upon Tyne City Council used to permit the installations of these free standing objects / structures (floral planters) on such areas of council managed highway land?

Thank you for your response regarding my FOI. I appreciate that each location would need to be assessed individually / case by case, however this is not what I requested. Can you please advise what item(s) of highway legislation has the council used to install the planters on the island on Stamfordham Road (B6324) as highlighted in my original request?

Dear Mr Robinson,
As the highway authority for Stamfordham Road, Newcastle City Council can
place these planters out in accordance with 'Section 96 Powers of highway
and local authorities to plant trees, lay out grass verges, etc'. of the
Highways Act 1980.
