- Do you use contractors or self-deliver highways maintenance for your local authority?
- If a contractor is used for a PFI contract, when did this contract commence and when does it end?

Information Act regarding highway delivery for Newcastle City Council.

Please see our response detailed below in red.

·       Do you use contractors or self-deliver highways maintenance for your local authority?

Yes

·       If a contractor is used for a PFI contract, when did this contract commence and when does it end?

PFI contract not applicable

·       Have you considered using innovated materials to fix road defects?

Yes

·       Which highways maintenance contractors and sub contractors do you (or your wider main contractor) use and what activity are they responsible for?

Rainton Construction Ltd for Planned Highway Surfacing schemes.  Rainton Construction use Premier Road Marking and Road Safe as subcontractors.  The City Council use Couple Line for road marking and Thermal Road Repairs for no dig patch repairs.

·       What plant machinery is used in your highways maintenance, both yours and your contractors / rental partners?

Rainton Construction use planers, pavers, 3CX – JCB, dead weight roller 10 tonne, dumper trucks, wagons, bobcat brush and chipping machine to carry out their works.  Coupe Line use road marking vehicles and Thermal Road Repairs use their own patented machinery to heat the road surface. Our in-house contractor uses 360 excavators of various size, back-hoe excavators (JCB type), tipper wagons, dumpers, assorted compaction equipment (rollers, vibratory plates etc.) and various cutting and breaking equipment.

·       What measurement criteria is used to assess the contractor’s performance? How have they performed over a 12 month period?

Key Performance Indicators and performance monitoring of the work and repairs.

·       What is the spending and workforce associated to each of the following – planned highways maintenance, reactive highways maintenance, capital schemes?

Historical spend with Rainton Construction Ltd has been approximately £2 - £2.5 million per annum for both planned highway maintenance and capital schemes.  Approximate costs for reactive highway maintenance works £2.3 million per annum.

·       Who is the individual(s) that assess the assets and machinery used in your highway maintenance?

Dave McCourt is the City Councils Highway Asset Manager.

·       Do you provide your own PPE?

Yes, for City Council staff. Contractors must provide their own PPE.

·       What measurement do you use to identify the longevity of the highways maintenance fix?

It depends on the product/service being provided. It would be agreed on a case by case basis with any new product.

·       What innovation have you trailed for highway maintenance?

We are currently trialling Thermal Road Repairs.  We are using Kaarbon Tech to manage our highway gullies and IT based solutions for our highway surveys.
