I refer to your request for information relating to Shortands Lane,
Cullompton as follows:

 

1. Any change of use of bridleway 28 in Cullompton since 1940.

2. Any adoption of private land along Shortlands Lane, Cullompton, to be
used as public highway since 1940.

Cullompton Town Council does not hold this information.  Devon County
Council is the local Highway Authority and they are also the authority
with responsibility for Public Rights of Way.  The link to make a Freedom

I am very concerned over this reply, firstly I would suggest you make a request for a review. I am very aware as a former town councillor the clerk is very aware of my long history while serving and off the council into this location.

I have spent many years with others on this matter and she is aware and has it well documented in minutes over the last approx 8 years .

I find it appalling that she expects you to manually search any online documents, indeed she has many emails, reports and minutes that can give you further information. This includes a privatly funded report from a Highways Law expert.

I am writing to request an internal review of Cullompton Town Council's handling of my FOI request 'Highway adoption'.

I have become aware that the Cullompton Town Council hold a number of records and/or documentation pertaining to the subject matter of my FOI request and have denied holding such information.

It is also noted that several records of minuted meetings are also in the Cullompton Town Councils possession and request that as a public authority, Judy Morris as Town Clerk provide public assistance by providing or directing me to the appropriate minutes.
