Dear London Fire Commissioner (London Fire Brigade),

Can you advise how many drivers you have that are permitted to use Blue Light warning devices fitted to a vehicle while the vehicle is in motion.

Can you advise at what level these Drivers are trained to? (Eg is it an internal award or recognized by an external awarding body) What is the total contact time duration of this course.

Are these courses compliant with Section 19 of the Road Safety Act 2006.

Has there been an impact assessment on the introduction of Section 19 conducted in the last 3 years, if please provide the report.

If section 19 of the Road Safety Act 2006 was to be enacted what, if any, impact would it have on the service.

Good afternoon Norma,

 

Thank you for your e-mail on 19 July 2019 in relation to Blue Light
Drivers

 

We have responded to each of your queries in turn below:

 

Can you advise how many drivers you have that are permitted to use Blue
Light warning devices fitted to a vehicle while the vehicle is in motion.

The LFB has 2488 staff members who hold either the ER (Emergency Response
Driving) or MD (Motor Driver) skill that allows them to drive under
Bluelight conditions.

307 staff members hold the ER skill for small to medium sized vehicles and
2190 staff members hold the MD skill for large vehicles.  

 

Can you advise at what level these Drivers are trained to? (Eg is it an
internal award or recognized by an external awarding body) What is the
total contact time duration of this course.

Course DTLGEF – Emergency Fire Appliance Driver (MD) – Total contact time
64 hours  

Course ERDIAC – Emergency Response Car Officer – (ER)  - Total contact
time 40 hours

The course complies with the current National Fire Chiefs Council (NFCC)
guidelines for Bluelight training

 

Are these courses compliant with Section 19 of the Road Safety Act 2006.

The course is designed around the High Speed Driver Training codes of
practice

 

Has there been an impact assessment on the introduction of Section 19
conducted in the last 3 years, if please provide the report.

We are actively working towards all drivers being revalidated within 4
years

 

If section 19 of the Road Safety Act 2006 was to be enacted what, if any,
impact would it have on the service.

Based on discussions that the London Fire Brigade has had with the
Department forTransport, LFB is confident that the enactment of section 19
would have no adverse affect on the delivery of our frontline service.
