Dear Yvonne,

Please find below Sunderland City Council’s response to your Freedom of
Information request.

1.    Can you please tell me how much does Sunderland City receive for
High Needs Funding, how is this amount allocated and how much is spent on
High Needs Funding?

As you have not requested a timeline or whether this is specific to
Children’s Services we are assuming that the information required is for
the current financial year 2014/15 and refers only to High Needs funding
received via the Dedicated Schools Grant.

The total gross high needs funding estimated for 2014/15 is at £23.046m.
This will change depending on the number of academy conversions during the
financial year. Funding is allocated and spent on meeting the cost of
additional support for children and young people with additional special
educational needs through the provision of specific targeted funding (top
up payments), the provision of a place in a specialist provision, access
to other specialist services commissioned or provided by the local
authority and additional funding allocated to schools and academies via
their delegated budgets to meet up to the first £6,000 additional costs of
supporting high need pupils. Funding has been allocated based on spend
estimates for 2014/15 as follows:

Category of Spend £m
Top Up Payment for Individual Pupils & Students 8.670
Commissioned Places in Schools, Academies, Colleges and 9.869
Independent Specialist Providers for Specialist Provision
Other Specialist Services 2.614
Funds Delegated to Schools and Academies via the Schools Block 1.893
Total LA High Needs Block 2014/15 23.046
Less Reduction for Academies (4.511)
Total Local Authority Funding 18,535

I hope that the information provided proves useful. If however, you are
dissatisfied with our response to your request for information, you can
ask for the decision to be reviewed in reply to this letter. The review
will be removed from the Directorate and coordinated by the Council’s
Information Governance Officer.  A request for review should be directed
by email to [1][Sunderland City Council request email], or by post to:
Information Governance Officer, Governance Services, Civic Centre, PO Box
100, Sunderland SR2 7DN.

You are of course entitled to apply to the Information Commissioner at any
time, although the Commissioner will not usually investigate until the
public authority’s internal review procedure has been concluded.

Should you have any queries about anything contained in this response,
please do not hesitate to contact me.

Yours faithfully,
