The "Cost detailed breakdown.pdf" explains why the average number of summonses issued (26,000) has been whittled down to 15,874 (used as the dividing figure to calculate the £70 summons cost).

All Summonses Issued Avg 2010 /11 to 2014/15 ............................................................ 26,000

Summonses Cancelled Prior to Liability Order Court Avg 2010/11 to 2014/15 .... 3,635
Summonses Cancelled Post Court Avg 2010/11 to 2014/15 ....................................... 2,523
20% Non Recovery .................................................................................................................... 3,968
Recovery Summonses Incurring Costs .............................................................................. 15,874

The total recoverable cost figure calculated in the "Costs letter.pdf" is £1.127 million (1.127 / 15,874 = £70.00)

The following in paragraphs 34-35 explains why the 26,000 figure should have been used (1.127 / 26,000 = £43.00)
