High carbon infrastructure and fossil fuel extraction planning
Dear North Lanarkshire Council,
Please treat this as a Freedom of Information/Environmental Information Regulations request.
I would like information about your council’s planning in relation to climate action for the Council Climate Action Scorecards. This information is most likely to be held by a planning officer or similar.
In particular, please supply me with information relating to the following questions:
a. Has the Council approved any new*1 or expanded*2 roads or road junctions in its area from 1st January 2019 until 1st January 2023? Please list which ones were accepted.
*1 The intention of this question is to understand overall increases in road capacity, rather than recent housing developments. Please exclude minor roads built exclusively to connect new housing to the pre-existing road network.
*2 An expanded road or road junction is one that has increased capacity for motor vehicle traffic, not counting bus lanes, cycle infrastructure, or pedestrian infrastructure. Please include roads and junctions where new lanes have been added.
b. Has the council approved any new or expanded airport runways, terminals, measures to increase passenger numbers or other planning proposals that expand airport capacity in its area since 1st January 2019 until 1st January 2023? Please list which ones were accepted.
c. Has the Council approved any planning applications for fossil fuel extraction projects proposed in its area since 1st January 2019 until 1st January 2023? Please list which ones were accepted, including where relevant fossil fuel projects that were later ‘called in’ by central government.
By fossil fuel extraction projects we mean: any oil wells and fields (on or offshore), coal mines, fracking and shale gas, gas, natural (including liquified) gas (on or off shore) plants, and unabated fossil fuel generation and power plants well as related infrastructure such as pipelines and terminals for the fossil fuels.

Request for Information
I refer again to your e-mail of 16 January 2023 seeking information in
relation to high carbon infrastructure and fossil fuel extraction
planning.
Having regard to the nature of your request it appears to me that it is
governed by the provisions of the Environmental Information (Scotland)
Regulations 2004 - rather than the Freedom of Information legislation -
and it is in terms of these Regulations that my response is made.
Returning to your request and having investigated my response to your
three enquiries is as follows:-
(a) Please find details below of any new or expanded roads or road
junctions in the North Lanarkshire Council area from 1 January 2019 to 1 January
2023.
A71 Horsley Brae / B7011 Brownlee Road junction improvements works
• Project Start Date: 5 July 2021
• Project Completion: 12 October 2022
• Additional Works completion Estimate: March-April 2023 (farmer
field cultivation works)
The project aims to reduce the congestion caused by turning movements by
signalising the A71 Horsley Brae junction with B7011 Brownlee Road and
installing a dedicated right turn lane on Horsley Brae onto Brownlee Road.
These improvements will reduce the queuing of northbound traffic and
improve the traffic flow.
The project also includes remedial and improvement works to the northbound
carriageway embankment of the A71 Horsley Brae that has been temporarily
repaired following a landslip and embankment failure during 2020. The
carriageway embankment remedial and improvement works are required as part
of this project to provide long term stability of the carriageway
embankment.
In addition, the project will improve the pedestrian routes across the A71
Horsley Brae at the B7011 Brownlee Road junction by providing a signal
controlled pedestrian crossing point and creating new footway connections
along the east side of the A71 and down the B7011 to Cardie’s Bridge,
which will provide safer routes for pedestrians.
A73 Carlisle Road /South Biggar Road junction and A73 Carlisle
Road/Craigneuk Avenue junction
• Project Start Date: 5 September 2022
• Project Completion: 16 December 2022
• Additional Works completion Estimate: 28 February 2023
The junction improvements included the construction of two mini
roundabouts at both the South Biggar Road and Craigneuk Avenue junctions,
to alleviate the existing issues with congestion, particularly for public
transport, by improving traffic flow, reducing delays and improving road
safety for all users.
The project also included replacing the existing pedestrian crossing with
a staggered toucan crossing for both pedestrians and cyclists This will
assist with traffic flow and improve safety for pedestrians and cyclists
crossing A73 Carlisle Road.
The addition of new shared path facilities alongside the extended
carriageway on A73 Carlisle Road and Craigneuk Avenue will allow for
improved accessibility for pedestrians and promote walking as a
sustainable transport choice. The shared path facilities will provide a
route for cyclists to continue through the toucan crossing across A73
Carlisle Road and into Craigneuk Avenue on footway, removing the need to
join the carriageway at the mini roundabout and improving safety for
cyclists.
Calderbank
• Project Start Date: 2 March 2022
• Project Completion: 4 May 2022
This project addresses road safety concerns raised by the local community
along the B802.The project involved the construction of the following:
• Two new. mini roundabouts located on B802 Main Street at
Crowwood Road and Calder Street junctions.
• Improved road markings and signage at the existing mini
roundabout located on Main Street at English Row.
• New signal-controlled pedestrian crossing North of Park Road.
• Signage and road markings at the formal entrance to the
village.
• Carriageway and footway surface improvements at the above
locations.
(b)/(c) There is no information held of any such approvals and in terms
of Regulation 10(4)(a) of the Environmental Information (Scotland)
Regulations 2004, I must advise you of this.
I can advise that North Lanarkshire Council, having regard to the
provisions of Regulation 16 of the Environmental Information (Scotland)
Regulations 2004, has established a procedure whereby any person who has
requested information in terms of those Regulations, may make
representations if it appears to the applicant that the authority has not
complied with any requirements of the Regulations in relation to the
applicant’s request. Any such representations require to be made in
writing and received by the Council not later than 40 working days after
either the date that the applicant receives any decision or notification
which the applicant believes does not comply with these Regulations or the
date by which such a decision or notification should have been made, or
any other action should be taken by the authority, but was not made or
taken. Any such representations should be addressed to the Chief Officer
of Legal and Democratic, Civic Centre, Windmillhill Street, Motherwell,
ML1 1AB. Accordingly, if you wish to seek a review, please write to the
Chief Officer of Legal and Democratic.
I would advise, also, that in terms of Regulation 17 of the Environmental
Information (Scotland) Regulations 2004, a person who is dissatisfied with
a notice given by the local authority under Regulation 16(4) of the
Regulations - ie. a notice following a review of a decision by a local
authority, or by the failure of a local authority to give such a notice -
may make application to the Scottish Information Commissioner for a
decision as to whether, in any respect specified in that application, the
request for information to which the requirement relates has been dealt
with in accordance with the Regulations. Such an application must be made
within six months of the review decision and be in writing or in another
form which, by reason of it having some permanency is capable of being
used for subsequent reference. The application must state the name of the
applicant and provide an address for correspondence. The application must
also specify the request for information to which the requirement for
review relates, the matter which gave rise to the applicant’s
dissatisfaction with the original decision of the local authority and the
matter which gives rise to the applicant’s dissatisfaction with the
decision on review by the local authority or the failure of the local
authority to issue such a decision. The Scottish Information Commissioner
