Hidden bus lane sign April 2016

Dear Plymouth City Council,

During April 2016, one of the warning signs at the start of the bus gate on Embankment Road was turned so that it could not be seen by drivers. Council records show that some PCNs issued during that period were cancelled (eg Saturday 16 April) while others (eg Friday 15 April) were not.

Does the council have a record of the reasoning behind, and who took the decisions to cancel some but not all of the PCNs issued while part of the signage was not visible, and if so, please could you make this available?

Does the Council have any other documents giving information about this incident, for example about how the sign came to be the wrong way round and why it was in that orientation for a considerable time?

Could you also please provide a copy of the current version of Plymouth City Council's policies for the enforcement and cancellation of PCNs?
(There is a document "CIVIL PARKING ENFORCEMENT Guidance policies for the enforcement and cancellation of Penalty Charge Notices" v3 March 2010 at http://docplayer.net/24005990-Plymouth-c... but I can't see any more recent versions)

A1.      Plymouth City Council can confirm that the recordings of video
footage on the 16/04/2016 of contraventions at Embankment Road bus lane
were cancelled by a Notice Processing Clerk prior to Penalty Charge
Notices being issued as the vehicles had been directed into the bus lane
and were not cancelled as a result of signage. 

 

Q2.     Does the Council have any other documents giving information about
this incident, for example about how the sign came to be the wrong way
round and why it was in that orientation for a considerable time?

 

A2.      Plymouth City Council has no recorded other documents giving
information about this incident. The Notice Processing Clerk has now left.

 

Q3.      Could you also please provide a copy of the current version of
