Yours faithfully,

Dear Graham

Ref: 150115/RD05

The Environment Agency isn't in charge of health and safety matters. For this you need to contact the Health and Safety Executive (HSE):

http://www.hse.gov.uk/

If you meant our own internal health and safety policies when moving our own plant, then please get back to us.

Kind regards

Dear Enquiries, Unit,

Sorry, I haven't expressed the question very well. I'm interested in the health & safety instructions that are issued for the guidance of site managers and personnel in connection with all HGV and heavy plant movements to and from works sites, particularly in the immediate vicinity on public roads where there are known access/ manoeuvring difficulties.

Yours sincerely,

Graham Findlay

Dear Mr Findlay

Thank you for your request.

I believe that your question relates to vehicle and plant movements
associated with accessing our construction sites. I hope this is correct.

On our larger construction sites, and some smaller sites, we normally
fulfill a client role. Day to day management of the vehicle movements on
and off these sites will normally be managed by the principal contractor
who is carrying out the construction work for us. They will assess the
risks associated with such work and manage the risks in a manner that they
assess to be appropriate. We have set some expectations on the standards
that we expect our contractors to meet. These are set out in our Safety,
Health and Environment Code of Practice. Please see page 10 of the
document, which is attached.

Some smaller construction sites are managed by our own staff. The guidance
by which they manage vehicle and plant movements are contained in
Operational Instructions. Two OIs are relevant in this case: 734_06
Working on or near highways and 11_12_08 People and Plant Coordination
Plans. Again I have attached the relevant documents.

I trust that this answers your questions. Please contact me if I can
assist further.

Richard
