Dear Department for Transport,

In November 2017, you refused my FOIA request F0015131 on the public interest test, claiming that the Heywood Report on HS2 related to Government policy which was still being developed.

Dear Department for Transport,

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of Department for Transport's handling of my FOI request 'Heywood Review of HS2 - Again'.

I find your excuse that you cannot release a four-year old report, the author of which is deceased, because policy is still being formulated when the entire review was superseded by the subsequent Oakervee review to be spurious at best. I also find the addition of an exemption which you did not seek for the original request for this report in 2017 to be a sickening attempt to subvert this system. That argument that a 'safe space' needs to be maintained when the author of the report in question is now dead is cynical to the extreme.
