Ed Heynes was appointed through a single tender action. His contract cost is below the threshold so a complex and time consuming competitive tendering process was not justified. We also needed a prompt service. The contract is still a live matter and contractual details are therefore currently confidential and are exempt from disclosure under s43(2) of the Freedom of Information Act 2000.

Thank you. What is the "Threshold" and why did EDDC need a "prompt service"? Does this mean that you were late in appreciating the implications of your actions in advertising the Knowle for sale, or that other consultants do not provide a prompt service?
