RE: DCS0611 Help to Live at Home Tender – East and South Wiltshire CONTRACT AWARD DECISION

A contract for the above provision was offered to MEARS as a result of the tendering process.

Under the Freedom of Information Act, please can you supply the following information:

1. The number of organisations that expressed interest in the tender.
2. The number of organisations who submitted a tender application.
3. The number and names of the organisations called for Presentation/Interview.
4. The system/criteria and percentages used to analyse and rate each applicant organisation: The scoring system used.
5. Why were MEARS preferred against others who presented information.
6. Why was a block contract offered to one organisation rather than shared across other organisations.
7. What were other organisations lacking to suggest that a block tender to one organisation was made.

Thank you for your enquiry received on  12 September 2013. Officers have
provided the following:

 1. 116

 1. 7 – Careline, Cleeve Care, Mears Care, Aster Living, Allied
Healthcare, St Vincents and First City Nursing
 1. See attached evaluation criteria

 5. Mears received the highest overall score
 5. Each of the individual contract areas were scored as a separate
entity, Mears won all 6
 5. This is not a block contract, Mears won all 6 of the contract areas
and were awarded the contracts as a positive response to their bid not
as a negative response to others.

Wiltshire Council has not withheld any information in relation to this
request under the exemptions of the Freedom of Information Act
2000/Environmental Information Regulations 2004.
