Re the new prosecution Guidance on child sexual abuse victims

Under Adult Victims of Child Sexual Abuse No.97
It states "Consistent and effective support should be provided including keeping under constant review whether there is a need for counselling and special measures"

Who judges this, how is it judged and who pays for it?

This is a huge issue, with many adults of child sexual abuse wanting and needing counselling in general but particularly in circumstances likely to trigger them, like in a prosecution.
