Dear Lancashire County Council,
With regards to the Whinney Hill Landfill Site in Altham (BB5 5EN), please could you answer the following questions. All references to height should be relative to the general level of the surrounding countryside, which is approximately 120m.

1) Is the height of the landfill governed by any regulations such as planning, permits or otherwise?
1a) If so, what is the maximum permitted height of the landfill? Please provide the relevant planning applications/drawings to support this.

2) What is the current height of the landfill on the elevation facing the M65 motorway at the highest point? Please provide details of how this measurement was obtained.

3) What is the planned maximum height of the landfill on the elevation facing the M65 motorway?

Response:

 

The height of the landfill site is regulated by condition 8 of planning
permission 11/11/0082. This condition restricts the height of any tipping
to the contours shown on drawing ref 3.2F.

 

The operators of the site supplied a topographical survey to the County
Council in November 2018 showing the current levels at the site. The plan
shows the levels of the site at 1 metre intervals as well as a number of
spot heights. The maximum height of tipping within the current operational
area at the time of the survey was around 186 m AOD. I have attached a
copy of the survey drawing.

 

The maximum permitted height of tipping at the site (pre settlement) as
shown on drawing 3.2F is 194 m AOD.
