Councillor Stuart King said:

‘These roads are a school run traffic headache for everyone, so this trial is about improving child safety and boosting walking and the environment.
‘By getting hundreds of individual parents to park legally outside these pedestrian zones or – even better – at home, we hope this will make a big difference and we want to hear what people think.
‘The temporary number plate cameras will help our officers make a fair decision on who can drive through the pedestrian zones and who can't, allowing residents, their visitors, school staff and delivery drivers to go about their business as usual.’

How do delivery drivers go about their business as usual if they have to apply for permits?
How do they know if they need them?
It is said they can simply ignore the signs and get the delivery destination to ask the council to exempt them after the event.
Is this correct?
What happens if the householder is not at home?

Surely it is far more dangerous for cars to drive and reverse in and out of drives across pavements busy with parents and children than simply to park in the road?

Why does the schools consider it right to be complicit in an unfair and discriminatory scheme and system which demonises parents with children and arbitrarily determines them as not needing or being deserving of motor vehicle access to their school, but that residents, their visitors, school staff and delivery drivers should be deemed to need motor vehicle access to premises in the road?

Further to your Freedom of Information, please find attached the
information you requested on an Excel sheet. This lists all applications
for the scheme from inception to date.

 

I will ask each of your other queries in turn.

 

1.       How do delivery drivers go about their business as usual if they
have to apply for permits?

Drivers who enter Dinsdale Gardens during the restricted times, write down
their registration number and name in the visitor’s book when they make
the delivery. We pass this information on the schools parking department
each day, so that a pass can be issued.

 

2.       How do they know if they need them?

The reception staff inform delivery drivers who arrive at school during
the restricted times. There are also large notices at the entrance to
Dinsdale Gardens.

3.       It is said they can simply ignore the signs and get the delivery
destination to ask the council to exempt them after the event.  Is this
correct?

I do not know the answer to this question as we do not make the decision
about whether to issue a parking permit or not.

 

4.       What happens if the householder is not at home?

There are always staff present on the school premises during the
restricted hours.

 

5.       Surely it is far more dangerous for cars to drive and reverse in
and out of drives across pavements busy with parents and children than
simply to park in the road?

Cars do not need to ‘drive and reverse in and out of drives across
pavements’ when entering the school premises. They drive through the gates
at the entrance to the school. The parking restrictions ensure that
parents and pupils are safer, as the road is kept clear at the start and
end of the school day.

 

6.       Why does the schools consider it right to be complicit in an
unfair and discriminatory scheme and system which demonises parents with
children and arbitrarily determines them as not needing or being deserving
of motor vehicle access to their school, but that residents, their
visitors, school staff and delivery drivers should be deemed to need motor
vehicle access to premises in the road?

The vast majority of our parents and children live very close to the
school, within a short walking distance. The vast majority of staff do not
live in the local area. Those that do are more likely to walk in. Staff do
not drive in and out of school at the start and end of the school day when
pupils and families are entering school. Therefore, they do not present a
risk to the children on their way into school.
