I would like to request details of profits made and monies spent on Heaton Park for the individual years 2020, 2021, 2022 and 2023 to date, specifically;

Could you please provide a breakdown of all profits made by Manchester City Council from events held within Heaton Park, such as Parklife (£xxx), Lightopia (£xxx), Food Festival (£xxx) etc.

Could you please provide a breakdown of any other profits made through the use of Heaton Park.

Can you please provide the budget allocated to Heaton Park aswell as the actual costs spent.

Thank you for your request for information, which was received by
Manchester City Council on 12th September 2023 and has been considered
under the provisions of the Freedom of Information Act 2000 (“the 2000
Act”).

 

The detail of your request and the Council’s response is provided below.

 

I would like to request details of profits made and monies spent on Heaton
Park for the individual years 2020, 2021, 2022 and 2023 to date,
specifically;

Could you please provide a breakdown of all profits made by Manchester
City Council from events held within Heaton Park, such as Parklife (£xxx),
Lightopia (£xxx), Food Festival (£xxx) etc.
The council does not generate profits from events held in Heaton Park.

Could you please provide a breakdown of any other profits made through the
use of Heaton Park.
The council does not generate profit from other uses of Heaton Park.

Can you please provide the budget allocated to Heaton Park as well as the
actual costs spent.

The Council does not have individual budgets for each of its Parks. 
Instead, some of the money allocated to Parks and Open Spaces is held
within budgets for Wards and some is held in central budgets to cover
specialist functions, such as grounds maintenance costs, utility costs,
building maintenance/repair. etc. In order to locate, retrieve and extract
the money allocated to Heaton Park from the budgets allocated for Wards or
specialist functions an officer would need to carry out a manual search of
all the budget information. It is not possible to diss-aggregate all of
the central budgets for specialist functions to identify the spend on an
individual Park.

 

It is estimated that this would exceed the statutory cost limit of £450
which is calculated as being approximately 2.5 days of a Council officer’s
time to determine whether the Council holds the information, locate,
retrieve and extract the information.

The Freedom of Information Act does not oblige the Council to comply with
requests that exceed this amount and therefore I am not able to comply
with this aspect of your request.

 

The Council would normally provide advice and assistance on how you could
narrow the scope of the request to bring it within the statutory limit. 
However, given how the parks budget is held, I regret on this occasion I
am unable to advise on how you could modify your request in any way that
would change the Council’s response.
