Healthwatch funding

Response to this request is long overdue. By law, under all circumstances, Department of Health and Social Care should have responded by now (details). You can complain by requesting an internal review.

Dear Department of Health and Social Care,

The LASSL letter (July 2018) says:

"Local authorities have a duty under the Local Government and Public Involvement in
Health Act 2007 (as amended by the Health and Social Care Act 2012) to ensure that an
effective local Healthwatch is operating in their area, delivering the activities set out in the
legislation. The Local Reform and Community Voices grant provides one element of the
non - ring fenced funding provided for local Healthwatch, with the larger proportion having been rolled into the local government settlement in 2011/12."

Please can you clarify how much the "larger proportion" is:

(a) on a national basis
(b) for individual Healthwatches

I would be grateful if you could provide the information as both the proportion and the amount in GBP.

Thank you for your response. I will, as advised, put in a request to the Ministry of Housing, Communities & Local Government. I am, however, rather confused at to why the Department of Health and Social Care - in whose name the LASSL letter was sent out - refers to information which it does not have.

Please can you confirm that the LASSL letter included that reference even though the Department does not appear to have that information.

Thank you for your further correspondence of 9 August about funding for
Healthwatch.  I have been asked to reply.

 

Local
Healthwatch organisations are funded by both the Local Reform and
Community
Voices (LRCV) grant and the Litigators’ Graduated Fee Scheme (LGFS).  The
Department of Health and Social Care
administers the LRCV grant, whereas the LGFS grant is part of the local
government finance settlement, which is owned by the Ministry of Housing,
Communities and Local Government.  The
local authority social services letter refers to funding paid through both
the
LRCV and LGFS.

I hope this reply is helpful in
clarifying why the Department does not have access to the detailed funding
information you have requested.

Dear Department of Health and Social Care,

Apologies for the delay - I missed the notification.

I'm a little confused. I've never heard of the Litigators’ Graduated Fee Scheme with reference to local Healthwatch and an online search seems to suggest that it is something linked to Legal Aid (which is outside the remit of local Healthwatch). If it is a reference to the Local Government Financial Settlement - which has the same initials - I don't believe that that is specified in the LASSL letter.
