Health impact assessment for Florida Farm North

Dear St Helens Metropolitan Borough Council,

I recently made a request for information regarding any health assessments (HIA) carried out or considered in relation to the Florida Farm North development. In your opinion, the information I asked for was determined to fall under EIR regulations and therefore you asked for payment for you to disclose the information.
I have scrutinised the planning application and can find no record of any HIA within the documents. Would you please give me details of where I will find it and or a link to it? I do not believe that this will incur a cost.

Dear St.Helens Council,
Thank you for your reply. Having looked at the document the HIA it appears to be a rapid HIA. Can you please confirm this to be true? If it is true that a rapid HIA was carried out then Can you tell me why and what reasons the decision was taken not to undertake an in-depth or comprehensive HIA? Can you tell me who decided not to carry our a comprehensive HIA? I ask this as I believe it is bes t practice that a comprehensive HIA is normally carried out when a development of such scale as Florida Farm North is proposed? Can you confirm that it is usual practice for St.Helens council and their planners to only request a rapid impact assessment when a development of such a scale as FFN and so near to residential areas is proposed. Can you direct me to the policy within St. Helens council/ planning policies etc that acts as a guide to what HIA is appropriate to the size and or type of development that is proposed?

with Public Health and received the response you have seen. In the

With it only going onto the portal after planning was passed then the public ( and may have included the planning committee) did not have time to look at it and if appropriate challenge it's findings and or challenge that a comprehensive Health Impact assessment should have been carried out?
